the one article that i have time to read before diving into arabidopsis genetics. apparently Bush's new homeland security bill wants to do away with union rights for govt. employees in the department.
Democrats, who control the Senate by just a one-vote margin, largely oppose Bush's demands to be allowed for reasons of national security to implement a new personnel system in the agency and waive union job rules for the proposed department's 170,000 employees. Bush again threatened, in forceful terms, to veto any bill that does not include those powers.
I have a hard time understanding how preventing employees from unionizing will make our country safer. It certainly won't shield us from an attack within the HSD by some disgruntled government employees a few years down the road who have no outlet for complaining about the system.
